13. Some of the building blocks of e-Navigation already exist or
can be discerned within existing systems (AIS, ECDIS etc). The final
concept of an integrated, e- Navigation system can be described as
follows:-
What is e-Navigation?
The transmission, manipulation and display of navigational
information in electronic formats,
Why is it needed?
to minimise navigational errors, incidents and accidents,
to protect people, the marine environment and resources,
to improve security,
to reduce costs for shipping and coastal states,
and to deliver benefits for the commercial shipping industry
How can it be delivered?
using satellite positioning signals,
underpinned by fail-safe supplementary positioning signals (eg.
Loran C) or on-board devices (eg. inertial navigation computers),
displayed in an intelligible and comprehensively integrated format
(ECDIS),
on board ship and replicated on shore
with shore-based monitoring and intervention capability.
