Summary
|
This paper provides an overview of the safety
regime at sea and shows how risk assessment is used systematically
both on an overall level and on a more detailed level, to set
– and ensure compliance with - standards for safety at sea.
The paper also highlights some of the strengths and current
weaknesses in the maritime safety regime, specifically related
to
1) how safety standards are set using Formal
Safety Assessment
2) how compliance with the relevant standards is
verified during the lifetime of the ship
3) how substandard ships and owners are targeted,
and what actions class takes to improve safety at sea
